Biography
Andrei Yakovlev is a Russian economist who has written over 200 publications and served as a co-author and scientific adviser on numerous books and projects. He was born in Moscow in 1966, graduated from Lomonosov Moscow State University in 1988 and received his PhD in 1992.
He was instrumental in creating the HSE International Center for the Study of Institutions and Development (ICSID).
Andrei Yakovlev oversaw a World Bank project to study the investment climate and competitiveness in Russia's manufacturing industry in 2005-2007, which was financed by Russia's Ministry of Economic Development. He was the Russian team leader for the World Bank's "Doing Business in Russia" project in 2011-2012.
He led the expert group No. 4 "Institutions, protection of property rights, competition, and entrepreneurship" as part of the Strategy-2020 review in 2011-2012. He was awarded the Order of Honour (Russian: Орден Почёта) in April 2012 for his significant contribution to this pursuit.
Since 2006, A. Yakovlev has been a member of the Executive Committee of the European Association for Comparative Economic Studies (EACES), and since 2010, he has been Vice-President of the Association of Russian Economic Think Tanks (ARETT).
He has been a member of the RSPP Expert Council since 2006, the Delovaya Rossiya Expert Council since 2011, the Expert Council of the Government of the Russian Federation since 2012, the Public Council under the Ministry of Agriculture of the Russian Federation since 2014, and the State Council of the Russian Federation "On the development of the Russian Federation" since September 2017.
Since 2014, A. Yakovlev has served on the Government of the Russian Federation's Expert Council.
He received the Yegor Gaidar Prize in 2017 for his "outstanding contribution to the field of economics".
